Currently, the staff and workers of Grundy County Learning Center offer many services to businesses that few people know about. The services include: assembly, mailings and sorting, cleaning, confidential paper shredding, producing 911 signs, comb binding, specialty, personalized wrapped candy, and delivering Meals on Wheels. The Grundy County Learning Center, officially known as Grundy County Association for Handicapped Citizens, is referred to GCLC. It began in 1983 as a preschool for children with developmental disabilities as a not for profit corporation. The adult program was added later. At this time, the program focuses solely on adults. Individuals are referred to the program through Kirksville Regional Center (KRC) and are served by a direct support staff, a director, a board of directors, and the Missouri State Department of Mental Health. Funding for the program is received for each individual and is based on attendance in 15 minute units. Funding comes through Medicaid Waiver and Payment of Services (POS) through the Dept. of Mental Health. The Grundy County Learning Center is located at 2600 Princeton Road. The facility was purchased with a guaranteed loan from USDA through the Farmer’s Bank of Northern Missouri. Services funded are Supported Employment, On Site Day Habilitation, Off Site Day Habilitation, Individual Personal Assistance, and other as needed demands. Services are provided from 8:00 a.m. to 2:20 p.m., Monday through Friday. Grundy County Learning Center is certified to provide Medicaid services. Surveyors come every two years. Certification with Department of Labor is required to pay sub-minimum wage and piece rate. There is an excellent support staff consisting of Barbara Knudson, Patty Kirk, Jennifer Mullins, Sharon Berry, Judy Jackson, as well as the director, Ruth Ebersold. The quality of the program hinges on having a great staff and low turnover. Stringent training requirements are met which include: CPR/ First Aid, Medication Aid, Understanding Disabilities, Abuse and Neglect, Confidentiality, and Getting Along with People. Kirksville Regional Center requires extensive training for the staff, as well as the State of Missouri. The Grundy County Learning Center’s level of training exceeds what is required by the State of Missouri. Currently, there are 13 workers who are people receiving services from the center. The center serves all of Grundy County. Most referrals come from Kirksville Regional Center. In addition to gaining great working skills and providing valuable services for area businesses, the workers made strides in their personal lives as well. One worker was afraid to go out of their house or even go from one room to another. Today, that person can go out in public, serves favors at Wright Memorial Hospital, and solicited businesses for a dance which was sponsored by the Senior Center. The goal of the center is the help people be the best they can be and to interact with others. Each person has unique needs, and so their learning is based on those individual needs.
